[Ecne Mini] lxpanel: use a version that supports scrolling to control volume

lxpanel version 0.10.1-4build5

2. Steps to Reproduce

Either:

  1. scroll while hovering over the volume control icon in the panel, or
  2. click on the icon, then scroll while hovering over the volume bar.

3. Current Behavior

  1. nothing happens,
  2. the volume is decreased no matter which direction you scroll.

4. Expected Behavior

The volume is increased/decreased when scrolling up/down in both situations.

5. Workaround

Clicking on the volume control icon, then clicking on the volume bar.

6. Suggestions, Investigation and Possible Causes

The current behavior is as expected on Trisquel Mini 11 Aramo, which has lxpanel version 0.10.1-2. Debian stable currently has 0.10.1-2 and testing has 0.11.1-1 which both ship with a fix. Installing lxpanel and lxpanel-data version 0.11.1-1 through the deb package fixed the issue in a VM.
