Linux-libre takes the kernel Linus Torvalds publishes at kernel.org, cleans it, fixes it, freed and publishes it via the linux-libre.fsfla.org
Trisquel pulls it's archive from Ubuntu, it cleans problematic packages and tweaks stuff, included the kernel, it is freed using the tools for linux-libre and also tweaks several other parts required for tools like the netinstall and such.
So it's not linux-libre per se, but a modified version of the Ubuntu one, which in sum is the Trisquel kernel.
Yes i already know that LinuxLibre come from Linux source.
So why Trisquel is depending/slaved from Ubuntu Linux Core, why Trisquel does not ship Linux-Libre Core LTS from linux-libre.fsfla.org as a Trisquel is a Libre Gnu Operating System.
I already suffering Redhat-SystemD in Trisquel as i not fans of Redhat Contributions moreover a non genuine Linux-Libre Core on Trisquel so that sad and feeling that Trisquel is just another generic-gnu+lnx-opensourced oses as Ubuntu, Fedora, More.
Don't suffer. Go get the linux-libre package from the fsfla.org repo, and keep going.
Trisquel is an Ubuntu based system I don't get why it surprises you it reuses sources from it.
If you go tho the changes tab you'll see that each change Trisquel takes it's a step on its own path and away from Ubuntu's, so Ubuntu and Trisquel kernel while similar are not the same.
If you want to call it the Ubuntu kernel, that's up to you, if you want to dismiss all the effort this community based distro does, that is also up to you, but I think you are throwing both the baby out and the bathwater, with those statements.

It is for x86 arch not for power9 or at least that i compile it manually.

That does not mean be fully slaved from Ubuntu IMHO. Or unless You loving Ubuntu & Snap. = )

EDITED: Trisquel started based in Ubuntu but that is long time ago when Ubuntu went Good but now things changed and now Ubuntu is Evil and opted SNAP y SYSTEMD and is going to adopt SYSTEMB and more, so i guess it time to migrate Trisquel to others Gnu Base.
