no longer import tox from ppa
The PPA we used to import this from does not support Bionic and hasn't been updated since 2015. Some of these packages are in Ubuntu 18.10 and onward, so we could write new package helpers backporting them, or we could just wait until Trisquel 10. Either way, the current package helpers aren't useful.
