Fix ui3842 - Exclude non-free emacs23 from repos

This is the companion to package-helpers!74 (merged) . With emacs24 in the repo, emacs23 which is missing some essential source code can now be dropped.

I merged it without realizing that you added the binary package names, not the source package name. It should be only "emacs23": http://packages.trisquel.info/source/toutatis/emacs23
