casper: tune liveuser uid for higher systemd-journal version.

Luis Guzmán requested to merge Ark74/package-helpers:tune_casper_higher_systemd_11.0 into aramo

This MR is companion of !1226 (merged) and trisquel-packages!107 (merged) in order to include mate-user-admin on T11, while T12 gets these fixes by default.

As it enables the correct use of mate-user-admin on liveiso environment, using trisquel user uid 1000.

Tested an ISO build using this change (trisquel user uid 1000) and it won't affect the installed user uid.
