Update for icedove 60.8.0

Update make-thunderbird for etiona so that it will build an icedove 60.8.0 which is the current upstream

• location of branding files has changed
• enable-tests doesn't need to be removed (not present)
• rust files need excluding from batch replace
• compare-locales doesn't need to be rolled back
