Merge branch 'fsdg/dropemacs23' into 'master'

Fix ui3842 - Exclude non-free emacs23 from repos

This is the companion to trisquel/package-helpers!74 .  With emacs24
in the repo, emacs23 which is missing some essential source code can
now be dropped.
